add limited (bounded) horizontal line to graph

Hello,

I would like to add a limited (bounded) line to my graph. I know how to add a line through the whole graph (using xline), but I dont know how to limit the line. For example, I have data for six years (on x-axis) and I would like to add a horizontal line which only stretches from 2000-2003 (3 years) and not the whole period. Is that possible?

You want horizontal, not vertical, but the main idea is the same.
