No, putdocx doesn't support citations, footnotes or endnotes, or anything that works with by underlying field codes.

Markdown supports footnotes so you could write in Markdown with dynamic Stata tags and then convert to docx using dyndoc (https://www.stata.com/stata15/markdown/). I have not tried this myself so I'm not sure how well it would work.

There are also user-contributed options like markstat (https://grodri.github.io/markstat/) and webdoc (https://github.com/benjann/webdoc)
