    without further details on the variables (usually two) that you want to show in the scatter plot, I find unfeasible to help you out.

      You have a simple problem.

      Observation 1 is really meta data.

      What I would do is copy the year information like this

      where you should know something that would be a better prefix than whatever_

      Assuming that works, you now should get rid of observation 1.

          You seem to be saying that the data are FDI measured as %. I guess this to be code for the scatter plots you want. As you presumably have yet more countries than shown, of the order of 200, the only feasible solution is to construct a portfolio of graphs.

          I am flagging the very high values for CYM, which also show up in summary statistics. I have no idea if those data are plausible/
