I have Stata 18 on my current computer, and got a new computer and uploaded my State License and it came up as State 17...how to I get upgraded to State 18?

I recommend contacting StataCorp technical services for advice.
It sounds as if you have installed Stata 18 after installing Stata 17. Stata installs different versions in different places. You should be able to launch either version. If that answer is too simple, then as said StataCorp should be able to help.
