Could someone please confirm whether, under the same conditions, the coefficient estimates and signs obtained from the second stage estimation using the 'regress' command and the 2SLS estimation using the 'ivregress' command are expected to be identical?

Provided both stages use the same data, when done properly the estimates will be identical.
