exporter / importer fixed effects

Hi all,
I am new here and would greatly appreciate your help. I am running a regression model on the impact of labor provisions on the volume of exporters. I want to do country pair, importer, and exporter fixed effects but I am not sure how to generate it.
The model should be as follows:
exports = labor provisions + depth of trade agreement + country pair fixed effects + exporter fixed effects + importer fixed effects.

If you could help me with generating the 3 fixed effects that would be great.

My dataset is as follows:

Exporter	Importer	year	export value	Number of labor provision per agreement	Depth of Trade agreement Index
France	Austria	1999	176978	5	-1
France	Belgium	1999	156527	2	2

So the date includes each countries exports to all other countries in the world from 1988 to 2020
