Hello, would appreciate if there is anyone out there to advise on the following error I am facing.

The raw data taken has even years and we are trying to carryforward the years to the odd years.

I have no idea whether this is the command you really want as there is no -dataex- data example, but the help file is quite clear that after you type "carryforward" you need to supply a variable list - but you did not do so

a list of the variables for which you want the value carried forward - is there something about the help file that you find particularly confusing?

You're saying "carry forward" and Stata is saying "What (namely, which variables) do you want me to carry forward?"
