Randomly Drawing Sample and Balancing by Strata

Hello Everyone! I have been facing issues cracking the following problem:

Total Population Size (4000 consumers)
Each consumer has a strata number.

I want to randomly draw 250 consumers but balance it by strata.

I am not really sure how to approach the question. Please do let me know if you can think of a way to approach the same.
