Development Data Lab is releasing a new set of open boundaries for all of India.
The key novelty here is that our geometries span almost the entire set of 600,000 villages and 8000 towns in the 2011 Population Census, and include 2011 Census identifiers

Version 1.5 has:
- shrug-v1.5.samosa Open Geometries: Open source polygon geometries at multiple administrative levels, including village/town. Assembled from a variety of public sources.
- shrug-v1.5.samosa Ancillary: Contains distance to towns of various sizes, PMGSY road data, and whether each shrid is a thiessen polygon or instead generated from a point.
- shrug-v1.5.samosa Assembly Constituency Affidavits: Since 2003, all politicians contesting higher office must submit affidavits documenting assets, liabilities, and open criminal charges. SHRUG makes it easy to link these data to election results and economic outcomes. The data were collected and cleaned by Prakash, Rockmore and Uppal (JDE 2019).
- shrug-v1.5.samosa Assembly Constituency Electoral Data: Electoral data from the Trivedi Center for Political Data. Data include turnout and vote totals for each candidate and party for all elections from 1980–2013.
- shrug-v1.5.samosa Assembly Constituency-Level Aggregates: Includes SHRUG data collapsed to electoral boundaries (legislative assembly constituencies).
- shrug-v1.5.samosa Bootstrapped Consumption: 1000 bootstrapped per capita consumption estimates so users can account for the consumption estimate error (see codebook for details)
- shrug-v1.5.samosa Night Lights: Gridded night lights data from the National Oceanic and Atmospheric Administration (NOAA) were matched to village and town polygons, and aggregated into totals and means. These are available annually from 1992–2013.
- shrug-v1.5.samosa Population and Economic Censuses: Complete demographics for every town and village in India for 1991, 2001, 2011. Detailed directory of public goods at the town and village level.
- shrug-v1.5.samosa RBI Directory: RBI directory contains 154,505 bank branches present in Rural, Urban, Semi-urban and Metropolitan areas, matched with population census of 2011. Includes four identifiers - name of state, district, village/town, and pincode. Some of the un-identified branches were mapped manually using information from the Google search engine. In total, we are able to map 151,104 bank branches with PC11.
