treatment turns on and off

I have some monthly panel data at the state level, in this database I have a type of treatment that turns on and off over time, that is, it is intermittent and I would like to know how I can evaluate the impact with a treatment of this type since I do not know how to make the estimate.

I find your question unclear (please read the FAQ in how to post more effectively. Thanks).
1) Is your regressand categorical or continuous?
2) What do you mean by -intermittent-? Do panel units switch from treatment=0 to treatment=1 (and possibly back again) during the timespam the panel dataset stretches over? Else?
