creating graph

What command in stata can help me recreate this graph. I have all the x and y values needed to plot, but I can't figure out the command which allows me to put customized gridlines which represent the solid vertical lines on this graph.http://barrett.dyson.cornell.edu/NEUDC/paper_560.pdf graph on page no.29 of this paper.

Thank you so much, Sir; it helped. I had one more question how can we use the output of tabstat command directly to make a graph in stata, if at all it is possible?
