It is odd that the error message was for a request for http:// rather than https:// although you apparently started from an https://catalog.data.gov link.

Perhaps if you use this https link you will succeed.

I suspect there is web filtering going on between your computer and the internet, and you are being blocked from making a secure connection using https to a US government web site, and the site does not support non-secure connections using http. Perhaps your institution or your ISP can help you with this issue.

The shape file is 77MB which exceeds what I can provide by email, and in any event this is an internet access problem that you need to deal with at your end to avoid having it cause problems in the future.

us census bureau is blocking access to own site by ip-country.
for example any IP in Ukraine is also fully blocked.
so much for their CSpro program

could be a legacy of earlier hacking attempts.
fu gang , try any proxy that will disguise your actual IP and make it look like a US-IP
