Synthetic Control

Hi.

I want to create a synthetic state for my study using the command synth. However my data is at the individual level and the treatment happened at the state level. From what I understood, I need to xtset my data before using the synth command and since there are multiple observations for the same state in one year, I am not able to do that. Is there a way to declare my data as panel and still use synthetic control at the individual level.
