Interrupted time series and regression discontinuity

Hi,

I have come across a user written command called ITSA (see https://www.stata-journal.com/articl...article=st0389). I'm just wondering if this is the same thing as Regression Discontinuity with time as the running/forcing variable and Difference-in-Difference?
