Normalizing variable over particular percentage of population

Hi,

What is the best method to normalize a variable over certain percentage of population. I am talking about panel data here.


Let's say that there were 2000 incidents happened in a country A and in year 2005. The total population was 2,000,000. I want to normalize this incident rate over 100,000 population that year.

Could you do per-capita, or per-100k residents?

i.e. take accidents/population
or
(accidents/population)*100,000
