Your question seems to be clearly addressed at that website. DAT files are arbitrary data files, and will be accompanied by instructions to either import the data in common statistical programs, and will often be accompanied by a detailed description of the file and record structure. To wit (emphasis added was my own):
The file layouts are the basically the same for the following periods: 1976-1988, 1989-1993, 1994-1997, and 1998-2004. SAS, SPSS, and Stata data definition statement files for 1989 on are available. Merge.sas gives an example of how to read in multiple months and years and merge them into a single datafile.
