I get the same error message as MarcusLBritton with the -net describe ... " command, while using Stata 15.1. I'd say it's reasonable to write to either Long or Freese or perhaps to some network admin. type at IU, if you haven't done so already. I'd be quite surprised if IU took down the site due to retirement, but less surprised if they had made some other network changes, unrelated to that, which broke the URL.

Update in Nov 2022: Hello all... I use Stata 13.1 and have been reading all the post about spost13. One by one trying all the solutions offered, but still I received message as those in #1 post of Carolina Vargas. No way out yet.
