I am working with a dataset with survey data from 28 countries. I would like to use calibrated weights that are provided with this dataset. However, it is not clear to me what is the best way to do this I think that because there is stratifcation and clustering in some countries, I cannot just use pweights but need to use svyset. However, the survey design differs per country. Therefore, only for some countries stratum and psu are available. For other countries, one or both are missing. So, it is not clear to me how I should use svyset. Is there a way in which I can use svyset that takes this into account?
