Results Interpretation

Can anyone help me interpret these results, specifically the F-test below. What does this mean?

Mikko:
as per -xtreg- entry in Stata .pdf manual, the F-test appearing as a footnote under the -xtreg- outcome table tells you that your data should be better analyzed via a pooled OLS, as the null hypothesis that individual effect=0 cannot be rejected.
