For that matter, why do you need any version? Are you just looking for a free copy of Stata? Is there some analysis you need to rerun in Stata 13.1 because later versions are giving different results? Or what? If you have a later version, have you tried running your commands with version control? Clarify what your exact need is and somebody may be able to help you.

i need it in my work
i'm using the threshold regression for panel data
and i i can not run the command "xthreg" with 13.0 version
it asks me to use at least the 13.1 version
M y guess is that "bad serial number" means illegal copy. If you think you have a legal copy, contact StataCorp. Or maybe try re-entering your serial number.

Sedki, asking for help with an illegal copy of Stata on a site that is widely read by members of Stata Corp is probably not the best move in the world. Harass your university or employer to get you a copy or buy one of the cheaper versions for yourself. If that isn't possible then write to Stata Corp and see if they can make some sort of deal for you.
Or, learn how to use R. It is harder to learn than Stata but at least it is free.
