problem with xtcsi

I am trying cross section dependence test for my panel (T=16, N=31; Number of obs=496), when i use xtcsi, i get the following massage,

T must be > 19
invalid syntax

i have not figure out what is the problem,can someone help me??

Your panels are evidently too short for the program to want to play. You may need to read the SJ paper and/or the original journal articles.
