Characters with accents showing as question mark

I have imported a dataset from excel with spanish accents. All of the accents have been turned into question marks � and I'm not sure how to proceed. I'd like to know how to remove accented letters completely as well as how to revert the question marks back to accents.

I am using Stata 14
