Using Normalized Scores in panel data

I am trying to analyze the effects of e-government and I want to use panel data. However the E-Government Development Index (EGDI) is going through z-score standardization and normalization process . My logic says that EGDI is not comparable from year to year. Can I still use panel data for the analysis of e-government effects on GDP?
