Spatial autocorrelation tests and spatial weight matrix for panel data

Hello everyone,

I could not find "splagvar" command from my Stata software.
I would like to do Moran's I test and Moran's I scatterplot.
1. Do you know why I could not download the command? and How can I solve the problems?
2. Do you have other commands to test spatial autocorrelation?
3. How can I create a spatial weight matrix for panel data?
