But the scatter plot is fairly easy to interpret.
Your y axis variable is an integer 1 to 10, as you explained in a different thread.
Your x axis variable is basically 0 to 12 divided by 12.
The scatter plot shows that almost all of the joint possibilities for those variables exist in your data. The scatter plot tells you nothing about how often they occur.
Focus on the observations with say 1 on the y variable and 0 on the x variable. Clearly they all plot at the same position on the scatter plot. Either you need a different kind of plot to show frequencies too, or a table will be more informative.
The regression results imply a large sample but weak relationships. Even experts in your kind of social science can't easily give extra advice as only one predictor name is informative in any sense.
To get better advice, you need to say something more about the data.
Note that regression here is treating your response as interval scale and ignoring its bounds.
