Fixed effects model and pooled ols model

How do we choose between fixed effects model and pooled ols model? And which command in stata ?

if you have panel data and the F-test appearing as a footnote of the -xtreg,fe- outcome table(-xtreg,fe- is the command that Stata offers for running a panel data regression with fixed effect specification) lacks statistical significance, you would be better off with pooled OLS (that is, -regress-; please note that, due to the panel structure of your data, you should -cluster- your standard errors on -panelid-).
