    Rais Taj there is also an example of how to read a .dbf file using the libraries provided by the GeoTools collection here:

    You may also have a bit of luck finding some type of ODBC driver if loading it into a MS product doesn't work.

      You can open the dbf file using SPSS and than you can save as dta file. That's the only way (free) I found to convert dbf to dta file.

        Another option is StatTransfer. It can convert nearly any spreadsheet/database/statistical file to any other. It's inexpensive as useful software goes: one of the best values out there. And there is also a user-written Stata command package -stcmd-, that enables you to run it from within Stata. (If this isn't something you'll need to do on a recurring basis, you might just see if one of your colleagues has it and ask them to help you out with just this one file.)
